H&H prepared a comprehensive plan for the City of Beacon that built on the City’s past successes and proposed a combination of new open spaces and parks balanced with new opportunities for commercial and residential development in the following three key areas:  the Main Street’s CBD, the former industrial sites located along Fishkill Creek, and the Waterfront/Train Station area.  The plan integrated policies for environmental protection, economic development, affordable housing, and improved community services and facilities into this framework.

The scope of work for the plan included an inventory and analysis, the development of goals and objectives, public involvement, including visioning workshops and a survey, an implementation plan, and SEQRA/GEIS documentation.
