H&H serves as lead Construction Support Services Consultant to Amtrak on the $1.5B project to replace the aging Portal North Bridge. The 116-year-old bridge over the Hackensack River is being replaced with a high-level, fixed span, network tied-arch bridge that allows marine traffic to pass underneath without interrupting rail traffic. The new bridge rises more than 50 feet over the river and, including the approaches, spans nearly two miles.

As part of a task order agreement with Amtrak, H&H provides pre-construction award services, including technical review of bid documents, bid support (RFIs), bid reviews, and construction management planning. H&H also provides post-construction award services, including coordinating force account work, submittal reviews, quality management, claim review, stakeholder coordination, and construction inspection, as requested by Amtrak.

H&H supports the coordination and execution of this complex transition, working alongside Amtrak, NJ TRANSIT, and project partners to help ensure a seamless connection between the new bridge and the existing railroad. A ceremonial train ride marking the first crossing of the new Portal North Bridge took place on March 12, 2026, representing a key milestone for the project.
