Rodger Rochelle is H&H’s Carolinas Regional Manager with 30 years of experience advancing transportation programs at NCDOT. Since joining H&H three and a half years ago, he has expanded the firm’s role across all 14 NCDOT divisions, including on-call contracts, owner’s representative services, design-build pursuits, and bridge inspection. He currently leads H&H’s work supporting NCDOT’s $1.2 billion in emergency response projects following Hurricane Helene, developing progressive design-build policies, and managing design submittal reviews. Prior to H&H, Rodger held several leadership roles at NCDOT, including Technical Services Administrator and Chief Engineer of the North Carolina Turnpike Authority.
