H&H announces the promotion of David J. DeLuca, PE, DBIA, Steven D. Harlacker, PE, SE, and Brian J. Mileo, PE to firm principals. David serves as Alternative Delivery Practice Lead, Business Development Director – NY; Steven serves as Connecticut Office Manager, and Brian serves as Hoboken Office Manager.
David DeLuca has 20 years of experience in management positions and lead technical roles on alternative delivery projects throughout the country and numerous movable and fixed bridge projects in the Northeast. He focuses on positioning H&H on projects throughout New York, as well as to serve in designer and owner’s representative roles on design-build projects for contractors and owners throughout the East Coast. David is currently the Project Manager for H&H’s three major owner’s representative roles for design-build contracts with NYSDOT, NYCDOT, and NYCDDC, overseeing billions of dollars of design and construction in NY.
Steven Harlacker has been with H&H since 1996, and throughout this time, he has been responsible for truss, long span, railroad, and movable bridge design projects throughout New England and nationwide. He leads H&H bridge design teams on projects for CTDOT, the City of New Haven, and Amtrak from our New Haven Office. While serving as the firm’s Quality Assurance Director, he was responsible for internal review and confirmation of compliance with the quality management plan. Currently, Steve provides Quality Assurance and Quality Control oversight on multiple projects and conducts design verification in compliance with H&H standards and client-specific Quality Management Plans.
Brian Mileo has played an integral role in our success throughout the New York/New Jersey region and beyond. With over 20 years of experience as a structural engineer in the transportation engineering field, he excels in designing and managing major bridge infrastructure projects, both domestic and international, from concept development through final design and construction. He has provided extensive construction support and review during his career, including numerous site and fabrication shop visits, maintaining client and contractor contact during major projects.
